About Us

Foothill housing is a joint project between the Amador-Tuolumne Community Action Agency and the Sierra Planning and Housing Alliance and was funded by grants from AT&T Excelerator and Sonora Area Foundation .

About A-TCAA:

Amador-Tuolumne Action Agency (A-TCAA) is a community and human services public entity established in 1981.

Its mission is to help individuals in Amador and Tuolumne Counties toward self-sufficiency; support local residents in becoming involved and contributing members of our communities; promote family and other supportive environments so that children, youth and elders can achieve their maximum potential; and finally; to form partnerships and coalitions within the community to meet these needs.

As a part of this broad mission, A-TCAA has a 25-year record of successfully developing and sustaining a broad range of exemplary community service programs to meet changing community needs in a widely dispersed rural region.

The agency today administers $6 million in grants annually, and has a staff of more than 125 employees who operate and manage nearly 30 projects in five divisions.

Its services include a five-county food bank, the region’s only emergency and transitional shelters for the homeless, Head Start preschools, three family learning centers, youth mentoring programs, drug and alcohol prevention programs, home weatherization and utility bill assistance, tax assistance, Lifeline emergency assistance and an award-winning three-county web-based community information and referral system called InfoNet.

About SPHA:

Sierra Planning and Housing Alliance (SPHA) is a non-profit with the mission of creating an alliance of diverse individuals and organizations who share an interest in planning for careful, appropriate growth in the central Sierra foothills.

The organization was formed in October 2004 and obtained non-profit status with state and federal government through 501c3 certification. The current Board of Directors consists of Margaret (Beetle) Barbour as President, George Segarini as Chief Financial Officer and includes members Jim Garaventa, June Diggle, James O'Neil, Chris Garnin and Susan Lay. The SPHA Board is still actively recruiting Board members who want to take part in a vision for the County’s growth.

SPHA members believe that Tuolumne County residents want to see appropriate development in the coming years that will preserve a highly valued rural environment while allowing for increased population and services. It is crucial, therefore, to form an alliance now based on those values and best practices in community planning. What we treasure about living in this county is worth preserving and is just as important as making room for the inevitable growth to come.
